德國梅佛邦巴歆縣參訪團一行人29日與雲林縣政府舉辦數位科技座談,深化兩縣數位化智慧科技交流與合作,克服氣候變化、高齡化與少子化衝擊,為全球做出貢獻;巴歆縣長Stefan Sternber(史騰貝格)等人親自送上正式邀請函,邀請縣長張麗善明年回訪梅佛邦巴歆縣參訪交流,深化友誼。
巴歆縣縣長Stefan Sternberg(史騰貝格)、梅佛邦邦政府內政、建設暨數位廳廳長Christian Pegel(裴格爾)及巴歆縣議會議長Olaf Steinberg(史坦貝格)等人今天上午先到參訪雲林科技大學運動科技示範中心、雲林縣議會,下午與縣府就數位化智慧科技交流。縣長張麗善表示,雲林與巴歆縣締姐妹城市25年,這次參訪活動行程體驗雲林數位科技領域發展,參觀縣府結合數位科技推動智慧農漁業、長照、防災救護與環境保護,與透過數位縣民平台APP讓生活更便利的成果。
張麗善指出,高齡化、少子化與環境氣候變遷,都是全球性議題,也是許多國家必須共同面對、攜手解決的問題,雲林縣這幾年在數位科技發展與將智慧科與各層面連結不留餘力,更有許多非常好的成果,能將這些成果與巴歆縣的朋友分享,她非常高興。史騰貝格表示,睽違5年再次到雲林參訪,他發現雲林縣這五年來在農業、觀光、科技、教育等領域發展與進步都相當快速,讓他非常驚訝,幾乎未受到新冠疫情的影響,他很佩服,也值得巴歆縣學習,尤其在農業縣現代化跟數位化,都會帶回巴歆縣分享。梅佛邦邦政府內政、建設暨數位廳廳長裴格爾、巴歆縣議長史坦貝格表示,感謝縣長張麗善與縣府人員安排行程,他們看到很多印象深刻的東西,在張麗善縣長主政下,把很多美好的東西實現,這都讓他們印象深刻。
史騰貝格等人親自送上邀請函,請張麗善率縣府人員回訪德國梅佛邦,認識他們地方自治團體的生活,而巴歆縣與雲林縣都有人口老化、數位化、氣候變遷等問題,兩邦可以互相一起合作共同克服。
巴歆縣參訪團早上參訪雲林科技大學運動科技示範中心,雲林縣運動科技示範中心以科技導入健康運動,透過「據點連結據點、社區連接社區」的方式進行合作推廣,將運動科技帶入社區課程讓民眾進行體適能檢測、運動科技產品體驗相關服務。
下午數位化座談交流,計畫處副處長廖珉鋒分享雲林是如何藉由智慧科技推動創新淨零轉型,達成未來減排和脫碳的智慧雲林。廖珉鋒簡報時指出,雲林縣是農業大縣,面對青年人口外流,人口高齡化與全球氣候異常等問題,縣府提出了智慧治理、智慧創生與智慧生活3大對策,並以此作為雲林智慧城鄉的基石,推出了各項配合對應的行動方案來因應,以「健康友善、共容共融、智慧創生、低碳永續、整合創新、服務效率」之六大價值來建立嶄新的雲林,逐步實現雲林2030「幸福雲林,永續上揚」之願景,讓雲林縣能與聯合國SDGs永續發展指標接軌,成為安心、友善、健康的生活居住環境,共同創造地方繁榮。
N-2 Title: County Magistrate Chang Li-Shan Led the CountyGovernment Team to Engage in a Digitalization Symposium with Parchim County inGermany, Sharing Yunlin’s Innovation EffortsOnthe morning of May 29th, 2023, Stefan Sternberg, the County Mayor of ParchimCounty, Christian Pegel, the Head of the Ministry of Internal Affairs,Construction, and Digitalization, Olaf Steinberg, the President of the CountyCouncil, Jana Haak, the Director of the Protocol Department, and additionalrelevant staff visited the Yunlin County Sports Technology DemonstrationCenter. Their visit was received by the Yunlin County Government PlanningDepartment and the Yunlin University of Science and Technology (YunTech). SuChun-Zeng, YunTech University’s Vice President, stated that the Yunlin CountySports Technology Demonstration Center is a collaborative project between theYunlin County Government, YunTech, and the National Health Agency. The projectfocuses on the development of a base centered around "sportstechnology," combining sports experience with sports technology. It offersa series of sports courses, provides professional teaching guidance, andestablishes a data platform through the measurement of sports data. Themeasurement information is digitized while also providing correspondingexercise training for the elderly population, thus integrating sportstechnology into people's daily lives. The Yunlin County Sports TechnologyDemonstration Center utilizes technology to introduce healthy sports andcooperates with communities using "base-to-base connections andcommunity-to-community connections." Such efforts actively bring sportstechnology into community courses, allowing the public to undergo physicalfitness testing and experience related services of sports technology.Onthe afternoon of May 29th, County Magistrate Chang Li-Shan and Deputy CountyMagistrate Xie Shu-Ya of the Yunlin County Government, along with 14 heads ofagencies and departments, held a digitalization symposium and exchange meetingin the County Government Conference Center with officials from Parchim County.Liao Min-Feng, Deputy Director of the Planning Department, shared how Yunlinutilizes smart technology to promote an innovative net-zero emissiontransformation. Future emission reduction and decarbonization will convertYunlin into a truly smart city.
Asa large agricultural county, one-third of Yunlin’s population is engaged inprimary industries such as agriculture, aquaculture, and livestock. However,the significant outflow of young people, Taiwan’s aging population, and theimpact of an abnormal global climate makes it difficult to maintain stableagricultural output. Therefore, in order to maintain a sustainable environment,Yunlin must adapt to the aging population issue, focus on water-savingagriculture, as well as make efforts towards waste reduction and recycling. Inresponse to these issues, we have proposed three major strategies: smartgovernance, smart creation, and smart living. These strategies serve as thefoundation for Yunlin’s smart urban-rural development, and variouscorresponding action plans have been launched to address these challenges.
Thefirst step to achieve Yunlin’s smart governance is implementing innovativetechnology education. We have established one Smart Education Center, developedsix major smart education themes, established five technology centers and eightdigital opportunity centers, and compiled more than 24 types of smart educationcourses. Through digital teaching, we aim to bridge the urban-rural gap.
Thenext step is to promote smart agriculture and smart industries as the mainpillars of smart innovation. In terms of promoting smart agriculture, we aim tocreate garden cities, integrate food and agriculture into education, createself-sustainable energy for agricultural enterprises and rural areas, initiatenovel plant-based meats, and promote carbon reduction and carbon management. Wewill also implement measures such as precision medication and fertilization,smart water, and energy conservation. The goal is to gradually reduce carbonemissions by more than 50% and increase carbon sequestration. We have planned apathway to achieve agricultural net-zero emissions in Yunlin County by 2040,aligning with the international vision of carbon neutrality. Furthermore, thecounty government collaborates with businesses using a county citizen platformto promote and market local specialties. By participating in reading governmentorders and answering questions as a policy tool, citizens can earn virtualYunlin currency. The goal is to expand the application scope of Yunlin’s currencyservices, guide citizens to support local businesses, and build a circulareconomic ecosystem, thus creating a smart industry where the county government,businesses, and citizens all benefit.
Inaddition, we focus on promoting smart living through two main aspects: smarthealthcare and emergency services, as well as sports technology. In terms ofsmart healthcare and emergency services, we implement the Smart ProtectionNetwork Service Plan, utilizing technology to reduce the need for caregivingpersonnel. This allows Yunlin residents to use the guardian network to monitorthe blood oxygen levels and heart conditions of elderly individuals livingalone. With GPS positioning, we can also prevent cases of elderly individualswith dementia getting lost. Additionally, in emergency situations, promptassistance can be provided. Our goal is to create a safe environment for peopleto go out and about with peace of mind. In terms of sports technology, we haveestablished a Sports Technology Demonstration Center to assess and evaluate thefitness of the public using sports technology equipment. To cultivate exercisehabits among the population, we have also developed the Yunlin Health TrailApp. By rewarding users with Yunlin currency, we hope to integrate sportstechnology into people's daily lives and achieve the goal of promoting sportsfor all.
CountyMagistrate Chang Li-shan stated that the county will continue to build a newYunlin based on the six core values of "health-friendly, inclusiveness,smart innovation, low-carbon sustainability, integration and innovation, andservice efficiency." Through these efforts, we will gradually realize thevision of "Happy Yunlin, Sustainable Progress" by 2030, which alignswith the United Nations Sustainable Development Goals (SDGs). Together, we willcreate local prosperity and make Yunlin a safe, friendly, and healthy livingenvironment.
